Photo: Friendswood PDThe recently released 2016 Friendswood Police Department Annual Crime Report reflects a slight drop in criminal activity during the previous year.
The crime rate fell from 9.75 crimes per 1,000 residents in 2015 to 8.49 crimes per 1,000 residents in 2016, according to the report, available at http://ift.tt/2sC8WOC.
The report also cited several opportunities for the department, including rising citizen expectations regarding crime reporting, emergency response effectiveness, citizen care, public safety and public engagement.
BURGLARY
Shipley Do-Nuts, 212 S. Friendswood Drive, was burglarized May 23, authorities said. The suspect reportedly entered through a hole in a wall shared with Goodwill Industries and took money from the office.
Cash was taken out of a vehicle May 24 in the 16500 block of Barcelona Drive, police said.
Four motor vehicle burglaries were reported May 24 in the 16400 block of Oxnard Lane, police said. All of the vehicles were unlocked, and only cash appeared to be taken.
A vehicle was burglarized May 24 at Centennial Park, 2200 S. Friendswood Drive, police said. The victim reportedly parked her vehicle at 5:30 p.m. to watch a soccer game and returned at 6:30 p.m. to find the window smashed and her purse gone. While the officer was taking the report, the victim received a call from a credit card company advising of suspicious transactions, including the attempted use of one of her cards at a Chevron station in Houston. Another card was used successfully at a Shell station in Houston, and a third card was used at a Citgo station in Friendswood.
A purse and laptop were taken from a vehicle burglarized May 25 at Village on the Park, 400 E. Parkwood Ave., police said. The owner reportedly left her vehicle at 7 p.m. and returned at 10:15 to find a window smashed.
Four tires and rims were stolen off of a truck May 29 at Baywood Apartments, 5025 FM 2351, police said. The front driver's side window also was smashed.
THEFT
Credit cards and cash were stolen from a wallet secured in a locker May 23 at 24 Hour Fitness, 130 W. Parkwood Avenue, police said. After leaving the gym, the victim went to the grocery store and discovered his credit cards were missing. He called his credit card companies to cancel the cards, but several fraudulent charges already had been made, including $3,029 at the Baybrook Apple store and $3,033 at the Baybrook Best Buy.
A $6,000 money order was reported stolen from behind the counter May 28 at Skinny Sculpt Med Spa, 217 E. Parkwood Avenue, according to a May 28 police report. Two former employees are suspected of the theft, police said.
CRIMINAL MISCHIEF
A vehicle was damaged in the 17100 block of Blackhawk Boulevard, according to a May 25 police report. The victim noticed a large dent in the roof of her vehicle May 20.
ASSAULT
Police took a Friendswood man, 36, into custody for assault causing bodily injury-family violence May 27 in the 200 block of East Parkwood. One day earlier, the man reportedly had thrown his girlfriend against a door, put his hands around her neck, shaken her and hit her head against the floor at Reserve at Autumn Creek Apartments, 3102 W. Bay Area Blvd., police said. He is being held in the Harris County Jail with no bond. He already was out on bond for another assault charge filed in July 2016.
Police took a Friendswood woman, 28, into custody for assault by contact-family violence after she allegedly pushed and punched her husband May 27 at their residence in the 5200 block of Abercreek Avenue. While the husband was on the phone with the police dispatcher, the woman reportedly attacked her husband and then drove to a neighbor's house.
FRAUD
A Friendswood man's Social Security number was used fraudulently to file tax returns for the past three years, according to a May 24 police report. The man said he received a letter from the IRS stating an unknown suspect filed tax returns for 2014, 2015 and 2016 using his former address. The refunds were put on prepaid credit cards, police said.
Fraudulent charges were attempted on a Friendswood man's credit card, according to a May 24 police report. He said he last used the card at a Friendswood Chevron station. Contacted by his bank's fraud department, he verified three fraudulent charges in La Marque and Galveston.
A Friendswood man reported someone attempted to obtain a payday loan using his personal identifiers May 26, police said. His credit monitoring service reportedly caught the fraudulent application.
A 20-year old Friendswood woman reported May 26 she was the victim of a scam after an error message on her laptop directed her to call a number to avoid a computer virus, police said. She called the phone number and reached an "Xpert Technologies" representative who said her IP address had been hacked but he could fix and monitor it for three years for $1,050. She agreed to the services and gave him her debit card number. When she realized she had been scammed, she tried to cancel the transaction. She also discovered an additional $1,400 was taken from a joint account held with her mother.
NARCOTICS
Police charged a Pearland man, 24, with manufacture or delivery of a controlled substance after a traffic stop May 22 in the 1100 block of West Parkwood Avenue. He was taken into custody for driving with a suspended license and suspicion of DWI. During a vehicle inventory, an officer found a package with 13 bags marked "Knock Out." Each package contained a powdery brown substance wrapped in wax paper that tested positive as heroin. Bond was set at $25,000.
An 18-year-old Friendswood man was charged with possession of drug paraphernalia after a traffic stop for a registration violation May 25 in the 1900 block of Plantation Drive, police said. During a search of the vehicle, the officer found two small plastic bags with marijuana residue in the center console and a black pouch in the glove box containing marijuana, rolling papers, cigars and the driver's high school ID card.
Police charged a Friendswood man, 53, with possession of a controlled substance after an intoxicated driver was reported May 25 near the intersection of Friendswood Link and Blackhawk Boulevard. An officer found the man parked and blocking the driveway entrance to Valero, 5901 FM 2351. During a search, the officer found a wet cigarette, which the driver reportedly said was PCP. Testing confirmed the substance was PCP, and bond was set at $10,000, police said.
Police charged a League City man, 26, with possession of drug paraphernalia after a traffic stop for expired registration May 26 in the 16600 block of Blackhawk Boulevard. During a search of the vehicle, an officer reportedly found alcoholic beverages and a marijuana cigarette. The passenger, a 25-year-old Friendswood man, was charged with possession of a controlled substance after he reportedly threw a plastic glove full of 35 Ecstasy pills out the window. A yellow bag, found outside the vehicle at the passenger's feet, also reportedly held marijuana, a pipe and two bags of methamphetamine. The passenger's bond was set at $10,000.
A Channelview woman, 20, was charged with possession of drug paraphernalia after a traffic stop for an insurance violation May 28 in the 4600 block of FM 2351, police said. During a search of the vehicle, an officer reportedly found a marijuana cigarette in the ashtray. The woman had warrants for her arrest in Pasadena and Harris County.
A new resident in the 1900 block of Eagles Cove contacted police May 29 after he found a box of drug paraphernalia wedged into his oak tree. The box also held cash, insect repellent, eye drops, chewing gum and super glue.
Police charged two Houston men, both 20, with possession of marijuana after two vehicles were observed driving erratically May 29 in the 3300 block of FM 528. During a search of one vehicle, the officer reportedly found two small bags containing marijuana and a small amount of recently smoked marijuana in the ashtray. The officer also found 20 small bags of marijuana in the center console as well as a backpack with a large bag of marijuana, a scale, empty bags and 45 small bags of marijuana, police said.
A Friendswood girl, 17, was charged with possession of drug paraphernalia after she was observed driving erratically May 29 in the 100 block of East Parkwood, police said. The officer reportedly found marijuana in the girl's purse, along with two debit cards that did not belong to her.
DRIVING WHILE INTOXICATED
An Alvin woman, 26, was charged with DWI after she was stopped for speeding May 27 in the 400 block of East Parkwood Avenue, police said. When asked for her driver's license, she reportedly handed the officer medical paperwork. She exhibited signs of intoxication and failed a field sobriety test, police said.
Police charged a Brazoria woman, 35, with DWI after she reportedly failed to slow or change lanes as she passed a pair of emergency vehicles conducting a traffic stop May 27 in the 1500 block of West Parkwood. She told the officer she had been distracted by her phone, police said.
A Webster man, 38, was charged with DWI after reportedly speeding in excess of 90 mph May 28 in the 1800 block of FM 528, police said.
A Friendswood woman, 29, was charged with DWI after police responded to two disturbances at the same residence May 30 in the 16700 block of David Glen Drive, authorities said. After the second incident, in which she reportedly locked herself out of the house and then forced the door open, she drove away. As the officer was completing a criminal mischief report, the woman was stopped for driving erratically in the 700 block of West Parkwood Avenue. She failed a field sobriety test and refused a blood test.
PUBLIC INTOXICATION
Police took an Alvin woman, 48, into custody for public intoxication and disorderly conduct after witnesses reported she was naked and acting inappropriately May 24 in the 5000 block of Appleblossom Lane. An officer found her naked from the waist down and lying in the grass, police said. Several bottles of alcohol reportedly were found in her vehicle nearby.
Police charged a 25-year-old Santa Fe man with public intoxication after a witness reported him passed out May 30 in a front yard in the 300 block of West Castle Harbor Drive. The man reportedly was found breathing but unresponsive.
TRAFFIC
Police charged a Webster woman, 24, with no driver's license after she was observed driving recklessly May 23 in the 200 block of West Parkwood. While she possessed no form of identification, she did have warrants with two Harris County constable offices.
A Friendswood woman, 44, was charged with driving while license invalid after a traffic stop for failure to drive in a single marked lane May 23 in the 700 block of South Friendswood Drive. She reportedly was seen straddling the center of both the left and right lanes. Bond was set at $1,000.
A hit-and-run accident occurred May 23 at South Friendswood and West Parkwood, police said. An officer caught up to the suspect vehicle in the 2400 block of South Friendswood Drive, but the driver only stopped after colliding with another vehicle back at the intersection with West Parkwood. The driver, a 33-year-old Houston woman, tried to put the car back in gear and accelerate; however, damage to the vehicle made it immobile. The suspect was transported to the hospital, and warrants are pending.
