The drop was driven by a decrease in property crimes, according to data from the FBI’s 2016 Uniform Crime Report. There were 275 fewer property crimes in the region last year and 152 more violent crimes, compared to 2015 data.
More than 19,700 crimes were reported in 2016 in the four counties around the capital city — more than 10,000 fewer than a decade ago. It follows a statewide trend.
That statewide decrease is due to police work combined with state programs that reduce recidivism, said Michael Green, the executive deputy commissioner of the state Department of Criminal Justice Services.
“This all-time low in reported crime — the fewest incidents on record since statewide reporting began in 1975 – was also reached at a time when New York’s incarceration declined, so we are clearly doing something right,” Green said.
The state collects data on seven "index" crimes each year and submitted to the FBI, which then tracks crime trends. The index crimes include the violent crimes of murder, rape, robbery and aggravated assault; and property crimes of burglary, larceny and motor vehicle theft.
In the region's three largest cities, only Troy saw a decrease in crime, with the number of index crimes falling to 2,154, compared to 2,441 crimes in 2015. That's a decrease of 11.8 percent.
That trend is continuing through 2017, Troy Police Chief John Tedesco said.
"Those low numbers are continuing this year," he said. "2016 was a great year for us. It was so good that at a public safety meeting I addressed the city council and said, 'You have to expect these numbers to go up.'"
Tedesco said the department's focus on taking weapons off the street, along with giving patrol captains more freedom in assigning special overtime details for problematic areas, has helped drive down the city's crime rate.
"I think the organization as a whole is functioning in a very coordinated manner and you're seeing the effects of that out on the street," he said.
A continued problem in the city is car break-ins, with many occurring because residents either leave their cars unlocked or leave the keys inside, Tedesco said.
Despite the drop, Troy still had the second-highest crime rate in the Capital Region, with a rate of 43 index crimes per 1,000 people.
Albany had the area’s highest crime rate in 2016, with 44 index crimes per 1,000 residents. Violent crimes rose 2.8 percent from 2015 and property crimes rose less than half a percent, according to FBI data.
Acting Albany Police Chief Robert Sears said the city saw one of its lowest years ever in 2015.
“We’re always working to lower it,” he said. “We try to make sure we have enough officers on the street, to have that proactive presence.”
In Schenectady, both violent and property crimes rose significantly, according to the FBI's data. Violent crime was up 36.2 percent, driven by an increase in aggravated assaults, while property crimes rose 17.6 percent, driven by an increase in larcenies. That resulted in a rate of 41 index crimes per 1,000 residents.
Schenectady Police Chief Eric Clifford previously said that several city department policies boost the number of serious crimes officers report to the state and federal government, including a police that requires officers to make an arrest every time an investigation shows evidence of domestic violence.
The city, like many others in the region, is struggling with the issue of opioids, which drive increases in burglaries and larcenies.
Murders in Albany, Schenectady and Troy fell to the lowest level since 2011 with 11 total last year. That goes against a national trend where the number of murders rose last year, according to FBI data.
The data provided by the FBI doesn’t always show the whole picture. For example, it doesn’t take in to account factors such as population density and poverty rates.
In smaller towns one year’s worth of data can be misleading because the smaller number of crimes can skew statistics.
For example, Menands had a 300 percent increase in violent crime in 2016, according to the FBI data.
The reason? There were 11 aggravated assaults, compared to just three the year before.
