HARRIS COUNTY, Texas – Eleven people allegedly linked an organized crime ring that stole hundreds of tires and wheels from vehicles parked in driveways throughout Southeast Texas were charged with engaging in organized crime on Thursday.
The third-degree felony come after a 14-month investigation by the Harris County Precinct 4 Constable’s Office in partnership with other local law enforcement agencies.
During Precinct 4’s investigation, deputies responded to a burglary in process in December 2016. The deputies thwarted an attempted tire theft that resulted in a brief chase. Although the suspects escaped, deputies collected DNA that later linked to two suspects in Washington County. That led to investigators to identify others involved in what deputies are calling an organized crime ring.

Among those charged are: Terry Dewayne Rogers, Ansel Keymond Pennygraph, Celyncia Tranise Jordan, Frederick Dewayne Santee, Tyrin Dewayne Hunter, Rodney Rayonn Tates, Brandon Jermaine Walker, Ladarien Drake-Johnson, Michael Charles Walker, Damarkus Mondrell Williams, Jose “Joe” Martinez-Garcia, and Pierre Martinez.
The suspects allegedly would steal tires and wheels off people’s cars parked in their driveways. The thefts spanned from Harris, Fort Bend, Montgomery, Grimes, Washington and Brazos counties.
Rogers, Pennygraphy, Martinez-Garcia and Martinez are in custody; the others remain on the loose.
